The Information Technology and Records Management (ITRM) Area of the Human Services and Public Health Department (HSPHD) has an opening for a Principal IT Specialist - Quality Assurance Analyst. This position provides software quality assurance by developing and implementing test plans, test cases, test scripts and scenarios using requirements documents and user stories as a guide and reports and tracks software defects and problems.
ITRM is a mission-driven area focused on providing technologies that benefit clients in need of human services, as well as protect public health and promote safety. The ITRM area supports, develops, and maintains IT solutions that augment technology provided by the State of Minnesota and the IT Department with a focus on application development.
HSPHD requires its employees to be focused on results for clients and customers, with opportunities for flexibility and an emphasis on work/life balance.
You must be a current regular or probationary employee of Hennepin County to apply for this position.
The primary duties and responsibilities of this position include: Provide leadership on quality assurance (QA) processes for multiple/complex projects from requirements solicitation, through development, test, validation, go-live and post go-live support; develop detailed work plans for project activities. Lead, direct, and execute manual testing of client/server and web applications Design, develop, and maintain automated test scripts to validate system functionality Create and execute test plans, test cases, and test scripts within the framework of a structured test methodology, based on review of product requirements, functional and technical specifications Ensure developed test cases and scripts are clear, repeatable and traceable to the requirements Identify and analyze, prioritize and report defects, and work with developers for resolving them Analyze, interpret, and summarize test data and metrics, and communicate the results to project team Validate and recommend the movement of project software between environments, ensuring compliance with all quality processes and standards Conduct impact, risk, and gap analysis for current projects to provide insights to product teams. Estimate time and resources required for testing and evaluate impact to project schedule. Assist with solutions to complex technical problems in regards to testing. Produce status reporting and communicate results to the project team and management Research and recommend tools related to QA process improvement Mentor and provide work direction to other QAs.
Best Qualified Candidates will have: One of the following:
Master's degree in a technology field
Bachelor's degree or higher in a technology field and two years or more of IT experience.
Two year college/vocational technical degree in a technology field and three years or more of IT experience.
An approved IT certificate and three years or more of IT experience.
Completion of an approved IT Hennepin County internship and three years or more of IT experience.
Five years or more of IT experience Five years or more of IT quality assurance experience, including managing the QA process on a project Two years or more of automation experience, Rational Tools experience preferred Highly proficient in writing test plans, creating test cases, test scripts, test data, and document procedures used in the testing process Knowledge of all aspects of the software development life cycle including design, development, testing, implementation and support Experience with:
With an agile software development methodology, such as Scrum
Using Microsoft Office and SharePoint
Using IBM Rational software tools such as Rational Quality Manager (RQM), Rational Team Concert (RTC), Rational DOORS Next Generation (RDNG) and Rational Functional Tester (RFT), is preferred Effective analytical, organizational and time management skills; ability to organize and plan work effectively while managing multiple priorities Excellent written and verbal communication skills Ability to:
Analyze and troubleshoot technology problems in a logical approach
Interpret detailed specifications
Work and contribute to a project team environment, maintain effective working relationships will all levels of the organization
